In order to control the illicit trade in opium

a regulation is required similar to that in the latest amendment of the Dangerous Drugs Act at Home, by which selling or offering to sell or aiding and abetting is

penalised, whether within or without the Colony. At the present time we hardly ever punish the Principal, the

person found in possession is nearly always a paid servant, who gets special compensation, if he has to go prison, The

persons responsible are never brought to book, they will

never be found in possession and probably could truthfully say that they had never seen the opium. Until we can devise

means to get at the capitalists who are behind the trade,

we shall never control the traffic. The number of rich

Chinese who have considerable suns invested in the opium trade at present must be very large, and many of them hold positions of considerable importance in the Colony.
